U.S. Lawmakers Advance Bill Conditioning Security Assistance To Nigeria


The United States Congress has moved forward with a legislative proposal that would make future American security assistance to Nigeria conditional on measurable progress in tackling violence and ensuring accountability.

The bill, introduced by members of the U.S. House of Representatives, seeks to tie military and security aid to specific benchmarks, including demonstrable efforts by Nigerian authorities to respond decisively to escalating insecurity and to prosecute those responsible for violent attacks across the country.

One of the leading voices behind the initiative, Congressman Riley Moore, sharply criticized the Nigerian government’s handling of the security situation, arguing that current efforts have fallen short amid rising incidents of banditry, terrorism, and communal clashes. He emphasized that U.S. support should be contingent on “clear, verifiable actions” rather than assurances.

Under the proposed legislation, stricter oversight mechanisms would be introduced, compelling U.S. agencies to provide detailed reports to Congress on how security assistance to Nigeria is utilized. The bill also prioritizes atrocity prevention, signaling a shift toward ensuring that American aid directly contributes to protecting civilian populations and stabilizing conflict-prone regions.

Policy analysts note that the move reflects growing concern within Washington over governance and human rights issues linked to security operations in Nigeria. If passed, the bill could reshape bilateral security cooperation, placing increased pressure on Abuja to demonstrate tangible results in combating violence while adhering to international accountability standards.

Nigerian officials have yet to issue a comprehensive response to the proposed conditions, but diplomatic observers expect discussions between both governments as the bill progressesn
through the legislative process.
